Monitoring AWBI
Prior to 1 July 2008 AWB (International) Ltd (AWBI) held the single desk for Australian bulk wheat exports and the former Export Wheat Commission (EWC) was required to monitor AWBI’s performance in relation to the export of wheat and examine and report on the benefits to growers that resulted from that performance.
Under transitional provisions, AWBI will be able to export wheat from the National Pool until 30 September 2008 without accreditation. This is to ensure that there is no delay in finalising the 2007/08 National Pool.
Under the Wheat Export Marketing (Repeal and Consequential Amendments) Act 2008, Wheat Exports Australia (WEA) is responsible for preparing final reports to the Minister for Agriculture Fisheries and Forestry and growers regarding AWBI’s performance in relation to the 2006/07 and 2007/08 National Pools and the benefits to growers that result from that performance. These reports must be completed within six months of the finalisation of the 2007/08 National Pool (or longer if the Minister allows).
WEA has a Performance Monitoring and Reporting Framework (pdf) that enables it to assess how AWBI Ltd is managing wheat exports. WEA analyses, assesses and reports on six key areas of AWBI’s performance:

- Pricing and performance
- Supply chain management
- Operating environment
- Growers services, products and benefits
